Do homeschooled children test and are they ranked?

In my last post I mentioned Massachusetts being touted as #1 in the USA in regards to states' educational performance; WV ranked last.  Read that blog post here:

WV home education statistics and information are comprised in this brochure from the Nation Home Education Research Institute.  It clearly states that WV home schooled children are achieving success above public schooled children.

The study of WV home educators mentions that it doesn't matter the amount of money spent on a child's education.  All children scored between 70-80 (national percentile rank) when spending ranged from $199 - $600.  The study also makes a good point that the parents' educational level is not a factor in student success with an average around 78 no matter the number of students whose parents have college degrees.

The following is according to The Heritage Foundation: "Average per-student spending in public school. In 2004-2005 (the most recent school year for which data are available), an average of $9,266 was spent per pupil in American public schools.[6] This means that a student entering first grade in 2004 could expect approximately $111,000 to be spent on his or her elementary and secondary Education if the student completes high school.[7]"

What could all that money go toward?  AND I don't even get a tax break for not using any of the educational tax money I pay.
